The five-week spike in Southern California gas prices ended this week as a state agency voted to allow the reopening of a Torrance refinery that has been shut for 14 months due to an explosion, according to the Automobile Club of Southern California's Weekend Gas Watch. The retail state average is $2.782 a gallon for regular today, eight-tenths of a penny less than last Thursday.

The average price of self-serve regular gasoline in the Los Angeles-Long Beach area is $2.86 per gallon, which is 1.9 cents lower than last week, 28 cents more than last month, and 33 cents lower than last year. In San Diego, the average price is $2.826, which is 1.1 cents less than last week, 32 cents higher than last month, and 35 cents less than this time last year. On the Central Coast, the average price is $2.878, four-tenths of one cent more than last week, 38 cents higher than a month ago, and 30 cents less than last year. In the Inland Empire, the average per-gallon price is $2.831, one-tenth of a cent higher than last week, 34 cents more than last month, and 34 cents less than last year.

“The South Coast Air Quality Management District voted Saturday to approve the reopening of Exxon Mobil refinery in Torrance after repairs were completed to fix damage from a February 2015 explosion,” said Auto Club spokesman Jeffrey Spring. “This action allows for more local production of fuel and less need for more expensive imports that are shipped from overseas. With Los Angeles wholesale prices dropping by more than 30 cents in 10 days, we expect to see a few more stations charging less than $2.50 a gallon soon.”
