Auto Club: Gas Prices Back Up After Refinery Incidents

Gas prices are down for the week, but moved up in the last couple days and could rise rapidly after production breakdowns caused two local refiners to buy gasoline on the spot market to make up for shortfalls, according to the Automobile Club of Southern California's Weekend Gas Watch. The retail statewide average is $4.06 a gallon for regular unleaded, which is four cents lower than last week.
 
The average price of self-serve regular gasoline in the Los Angeles-Long Beach area is $4.09 per gallon, which is down three cents from than last week, three cents lower than a month ago, and 26 cents higher than last year. In San Diego, the average price is $4.03, which is four cents less than last Thursday, four cents less than last month, and 24 cents higher than last year. On the Central Coast, the average price is $4.14, which is four cents lower than last week, seven cents higher than last month, and 32 cents higher than last year. In Riverside, the average per-gallon price is $4.00, which is five cents lower than last week, three cents lower than last month, and 25 cents higher than last year. In San Bernardino, the $4.04 average price is five cents lower than last week, unchanged from last month, and 26 cents higher than a year ago today.

“Breakdowns at the Chevron refinery in El Segundo and the Phillips 66 refinery in Wilmington sent wholesale Los Angeles gasoline prices up by more than 40 cents this week so far,” said Auto Club spokesman Jeffrey Spring. “We would normally start to see prices drop significantly in November after stations start selling the cheaper winter blend of gasoline, but this supply glitch will delay that price decline. However, there are still stations as of today charging less than $3.60 a gallon and we urge consumers to seek out those lower-priced stations using an app such as the free AAA Mobile app.”

The Weekend Gas Watch monitors the average price of gasoline. As of 9 a.m. on Oct. 31, averages are:
